Commentary on the radical "立"
Many kanji with the radical "立" are related to the action of standing.
e.g.
端 → 立 + 耑
The part of "立" means "to stand up straight".
The part of "耑" means "the beginning of things untainted by anything".
The two together represent the meaning of "straight, beginning".

The character "章" originally belonged to the radical "音".
But, for the convenience of searches, it is included in the radical "立".
