Commentary on the radical "冫"
Many kanji with the radical "冫" include the meaning of "freeze, cold, ice".
It can also be an abbreviation of "氵".
While "氵" is called "san-zui(三水 / three water)", "冫" is called "ni-sui(二水 / two water)" because "冫" is two strokes.
e.g.
冷 → 冫 + 令
